The Faculty of Journalism and Mass Communication will host an open lecture where six new civil rights will be presented, building on the existing basic ones.
They are suggested in the book "Every Man" by Ferdinand von Schirach (see below about the author). The main aim of the initiative is to provoke a broad pan-European discussion. "With the rapid development of society, there are deficits in European constitutions that need to be addressed. The themes of environmental destruction, digitalisation and the power of algorithms, unregulated globalisation and threats to the rule of law are not adequately addressed in current fundamental human rights," the author points out.
Here are his specific proposals:
Environment - Everyone has the right to live in an environment that is healthy and protected.
Digital self-determination - Everyone has the right to digital self-determination. Excessive profiling or manipulation of people is prohibited.
Artificial Intelligence - Everyone has the right to know that all algorithms imposed on them are transparent, verifiable and fair. Basic decisions should be made by a human.
Truth - Every person has the right to rely on statements made by public institutions to be true.
Globalization - Everyone has the right to be offered only those goods and services that are produced and provided in accordance with universal human rights.
Claims relating to fundamental human rights - Everyone has the right to bring a case before the European courts when fundamental Charter rights are systematically violated.
Ferdinand von Schirach is a German lawyer, writer and playwright. In his book Jeder Mensch (Every Man) Ferdinand von Schirach presents six new basic human rights to respond to changing realities and to build on existing ones. They cover a wide range of topical issues - from a healthy environment, to digital self-determination and protection from algorithms and fake news, to a supply-chain guaranteeing human rights and the rule of law.
The event at St. Kliment Ohridski" will take place online (see link below), on 02 December (Thursday), at 15:00. The lecture will be delivered by Prof. Dr. Nikolay Mihaylov. He was born in Sofia in 1963. In 1988 he graduated in Philosophy with a second degree in History from Sofia University. PhD in philosophy (ethics) with a thesis in the field of moral philosophy. He has research interests in sociology, public sphere, fundamental and professional ethics, empirical social research, public policies and mass communication. From 1992 to 2016 he worked successively at the Institute for Philosophical Studies and the Institute for the Study of Societies and Knowledge of the Bulgarian Academy of Sciences, combining his research projects with active work as a guest lecturer at various universities in the country. Since 2016 he has been a lecturer in Sociology of Public Communication and PR Ethics at the Faculty of Journalism and Mass Communication of Sofia University. He teaches lecture courses at the Neofit Rilski University in Blagoevgrad and is a guest lecturer at the European Polytechnic University in Pernik. He is the author of the books Power and Morality (2002), Corruption from a Moral Point of View (2008), The Ethical Problem of the Common Good (2010), Communication - Social and Moral Context (2016), Ethics and Communication (2018) and a number of articles and studies in Bulgarian and international scientific journals.
